In July 2006, the Kankakee County Government awarded Earth Tech, Inc. a contract to study further whether commuter transit service is feasible between Kankakee County and Metra's existing terminus at University Park. This Phase II study built on an initial feasibility study undertaken in 2004-2005.
The Phase I study was specifically oriented to determining the feasibility of commuter rail service and was titled the Kankakee County Commuter Rail Phase I Feasibility Study (KACOR-I). This report is available on the Resources page. As indicated above, the current study has extended the Phase I work, but also has embraced a broader range of alternatives, including bus. As a result, the project title was changed by replacing "rail" with "transit" producing the KACOT-II acronym.
The Phase II Study was completed in December 2007. Copies of the final report and other study documents are available on the Resources page.
